World Bank IDF Fund

The International Bank for Reconstruction and Development (“World bank”) through its Institutional Development Fund (IDF), has appointed the Pacific Cooperation Foundation (PCF) to administer a grant of US$500,000 for the benefit of the Pacific Member Countries: Samoa, Tonga, Vanuatu and Kiribati

The objective of the project is to strengthen the institutional capacity of labour sending Pacific Member Countries to effectively and efficiently regulate, manage and benefit from the temporary movement of unskilled labour into neighbouring developed countries.

 

The Project consists of the following parts:

1.  Legislative framework

Establishing the legislative framework necessary to facilitate the movement of labour to external markets through review and development of seasonal labour scheme legislation and regulation 

2.  Pre-departure training, awareness and re-orientation program

Ensuring that labour sending Pacific Member Countries have adequate capacity to conduct pre-departure training and re-orientation program for workers. Conducting awareness campaigns about the seasonal labour scheme, through the development of orientation modules and train the trainer program.

3.  Workers personal profile database

Developing and maintaining a data collection system on worker profiles and employer and employee feedback, and providing technical training on the operation of the system.

4.  Strengthening technical capacity

Providing technical assistance and training to ensure that the labour departments of Pacific Member Countries are well structured and staff have the necessary skills to efficiently administer the operational and regulatory functions pertaining to the seasonal labour scheme.

5.  Seasonal labour marketing strategy

Providing technical assistance to develop and implement a marketing strategy and system which enables labour sending Pacific Member Counties to promote a reliable workforce.
