Institutional Capacity Building for Labour Export in the Pacific

The Pacific Cooperation Foundation has received financing in the amount of US$ 500,000 equivalent from the World Bank toward the cost of the Institutional Capacity Building for Labour Export in the Pacific project (the "Project") and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this Project.

The Project will focus on:
  • Establishing legislative frameworks to facilitate the movement of labour to external markets through review and development of legislation and regulation
  • Ensuring that labour departments are well structured and staff have the necessary skills to efficiently administer operational functions
  • Developing marketing strategies, tools and domestic awareness programmes to enable labour sending countries to promote a reliable workforce
  • Developing capacity to conduct training for workers through the development of orientation modules and delivery of train the trainer programmes.
  • Developing a data collection system on worker profiles and employer and employee feedback, and providing technical training on the operation of the system
  • Developing policy within labour sending countries regarding health insurance, funding and capturing gross and net earnings.

PCF is aiming to procure services with a view to starting work in Kiribati, Samoa, Tonga and Vanuatu in March 2010.


Qualification & Experience

The individual consultant shall meet the following qualification and experience requirements:

  • Degree in a relevant discipline
  • 5 years work experience in a related field
  • 3 years experience as a consultant
  • Experience in undertaking at least two similar assignments in the past
  • Experience of working in or with the Pacific Islands (desirable but not essential)
