The Pacific Cooperation Foundation has received financing in the amount of US$ 500,000 equivalent from the World Bank toward the cost of the Institutional Capacity Building for Labour Export in the Pacific project (the "Project") and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this Project. The Project will focus on:
- Establishing legislative frameworks to facilitate the movement of labour to external markets through review and development of seasonal labour scheme legislation and regulation
- Ensuring that labour departments are well structured and staff have the necessary skills to efficiently administer operational functions pertaining to the seasonal labour scheme
- Developing marketing strategies, tools and domestic awareness programmes to enable labour sending countries to promote a reliable workforce
- Ensuring that labour sending countries have capacity to conduct pre-departure training for workers through the development of orientation modules and train the trainer programmes.
- Developing a data collection system on worker profiles and employer and employee feedback, and providing technical training on the operation of the system
- Developing policy within labour sending countries regarding health insurance, funding and capturing gross and net earnings.
PCF is aiming to select consultants in January 2010 with a view to consultants beginning work in the Pacific Island countries of Kiribati, Samoa, Tonga and Vanuatu in February and March 2010. In addition to having successfully executed similar work, the successful consultant(s) is expected to be qualified in a relevant discipline and preferably possess experience of working at senior level in or with pacific island countries.
Below is a list of the type of consultant required and a sample of the objectives:
Legal Consultant:
- To advise on the need for regulatory measures for temporary labour migration
- To assist with any legal drafting requirements
Human Resources / Management Consultant:
- To optimally configure roles and functions (job descriptions, FTEs, job sizing
- To establish a staff training and development plan for staff performance management regime
- To develop detailed costing of service delivery activities/functions to inform budget planning.
Training Consultant:
- To provide presentation and group work training to new Pre Departure Orientation trainers
- To provide advanced training for more experienced PDO providers
- To assist in identifying and developing PDO training programmes
Marketing & Domestic Awareness Consultant:
- To assist in the development of a funded marketing strategy
- To train designated personnel to develop marketing strategies
- To develop marketing tools relevant to the implementation of the marketing strategy
- To assist in the development of two marketing roadshows for PICs to deliver in New Zealand
- To develop a domestic awareness programme
- To assess the need for equipment to develop and disseminate materials for domestic awareness.
Database / Information Systems Consultant:
- To assess data requirements and current information storage / retrieval method
- To identify and implement a database to suit the PIC's needs
- To assess the training requirements of database users including ability to transfer excels files to database and undertake their own batch uploading
- To provide extensive refresher and advanced training to upskill all database users
Policy consultants:
- To discern the most viable option for worker health insurance
- To determine optimal arrangements for ensuring sustainability of revolving fund
- To establish a means for capturing a reliable estimate of the annual gross and net earnings of workers in both the RSE and PSWPS, and the proportion of net remitted.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
